    Observer evaluation

      I've been asked to assess a colleague, but many of the statements are asking me to evaluate my colleague on behavior for which I would not typically observe. There's no "no basis to judge" option available. I hate to put "never" because I suspect that it happens, but it's just not something that I would be privy to. Could I get some guidance on how to answer (or not answer) these statements?
